SB802 by Seliger (Relating to a study and report regarding best practices in the provision of dual credit courses by public institutions of higher education and the transfer of course credit between those institutions.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would amend the Education Code to require the Texas Higher Education Coordinating Board (THECB) to conduct a study on best practices in dual credit and other course credit transfer and identify institutions of higher education that are implementing these practices. Upon request by THECB, institutions of higher education would be required to provide any necessary information to the agency in order to conduct the study and identify institutions. THECB would be required to submit the results of its study and recommendations to the Legislature no later than September 1, 2018.

According THECB, additional staff time would be required to complete the study and issue a report as required by the bill, and there would be some technology costs in order to collect, store, analyze, and manage data, but the amount of technology costs are unknown. It is assumed that these costs would not be significant and THECB could undertake these duties within existing resources. The bill is not anticipated to have significant fiscal impact on institutions of higher education.

The bill would take immediate effect if it receives a two-thirds vote of each house of the Legislature. Otherwise, it would take effect September 1, 2017.
