HB4104 by Coleman (Relating to the county budget for certain court personnel.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would amend the Government Code and the Local Government Code to clarify that, for counties eligible to establish a court administration system, any associated positions and compensation must be identified and included in the annual budget process. The bill would clarify that an otherwise eligible county may only maintain the administrator system if the system and any positions are included in the annual budget, as approved by the commissioners court.


According to the Office of Court Administration the bill would not have a significant fiscal impact on state or local court systems.

The bill would take effect September 1, 2017. 


Local Government Impact

According to the Texas Association of Counties, the bill could have a positive fiscal impact on counties.
