No significant fiscal implication to the State is anticipated.
The bill would repeal and replace the subchapter of the Health and Safety Code addressing unlawful restraint of dogs and would prohibit a broader range of restraints. A violation of the subchapter would remain a Class C misdemeanor, and the bill would make a repeat violation a Class B misdemeanor. The Office of Court Administration anticipates that the provisions of the bill could be implemented using existing resources.
