LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 85TH LEGISLATIVE REGULAR SESSION

April 23, 2017

TO:
Honorable Four Price, Chair, House Committee on Public Health

FROM:
Ursula Parks, Director, Legislative Budget Board

IN RE:
HB1124 by Krause (Relating to claiming an exemption from required immunizations for public school students.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would require the Department of State Health Services (DSHS) to make the immunization exemption affidavit form available on their Internet website and in all public schools. The bill would remove a requirement that the form contain a seal or other security device to prevent duplication. The bill would remove the requirements that (1) a person claiming an exemption obtain the form by submitting a written request to DSHS and (2) DSHS maintain a record of the total number of affidavit forms sent out each year and report that information to the legislature each year. The bill would take effect immediately upon a two-thirds vote from all members of each house or, if such a vote is not received, on September 1, 2017.

Based on the analysis provided by DSHS, there would be a small net savings associated with the provisions of the bill. The savings would not be significant and it is assumed all provisions of the bill can be implemented within the available resources of the agency.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
