SENATE RESOLUTION NO. 246
         WHEREAS, The Senate of the State of Texas is pleased to
  recognize Tropical Texas Behavioral Health on the occasion of its
  50th anniversary; and
         WHEREAS, Tropical Texas Behavioral Health was one of the
  first in-state community mental health and intellectual and
  developmental disability centers to be established after the
  passage of House Bill 3, which was enacted to seek effective
  alternatives to treatment provided in state-run facilities; and
         WHEREAS, Originally known as Hidalgo County Mental Health
  and Mental Retardation Center, Tropical Texas Behavioral Health
  began as a small operation providing limited services out of the
  basement of Grandview Hospital in Edinburg; it has since grown to
  offer a complete range of essential mental health programs and
  services, including counseling, crisis intervention, supported
  employment, jail diversion, and primary care services; and
         WHEREAS, Tropical Texas Behavioral Health has consistently
  received the highest certification from the Commission on the
  Accreditation of Rehabilitation Facilities International; and
         WHEREAS, This exceptional organization has had a profound
  impact on the lives of countless people throughout the Rio Grande
  Valley, and it is truly deserving of special recognition upon
  reaching this milestone in its history; now, therefore, be it
         RESOLVED, That the Senate of the State of Texas, 85th
  Legislature, hereby commend the staff, administrators, and
  volunteers of Tropical Texas Behavioral Health on their
  commitment to better mental health services in Texas and extend
  to all associated with the system best wishes for a memorable
  50th anniversary; and, be it further
         RESOLVED, That a copy of this Resolution be prepared for
  this exemplary organization as an expression of high regard from
  the Texas Senate.
