A BILL TO BE ENTITLED
 
AN ACT
  relating to requiring the Texas Education Agency to conduct a study
  regarding school district consolidation in Cameron County.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  DEFINITION. In this Act, "agency" means the
  Texas Education Agency.
         SECTION 2.  STUDY REGARDING SCHOOL DISTRICT CONSOLIDATION.
  The agency shall conduct a study regarding school district
  consolidation in Cameron County. In conducting the study, the
  agency shall consider:
               (1)  any cost savings associated with economies of
  scale achieved through school district consolidation; and
               (2)  any impact of school district consolidation on
  entitlements under the Foundation School Program.
         SECTION 3.  REPORT TO LEGISLATURE. Not later than December
  1, 2018, the agency shall submit a report that includes the results
  of the study and any associated recommendations to:
               (1)  the governor;
               (2)  the lieutenant governor;
               (3)  the speaker of the house of representatives;
               (4)  the presiding officer of each legislative standing
  committee with primary jurisdiction over primary and secondary
  education; and
               (5)  the members of the house of representatives and
  the senate whose district includes any part of Cameron County.
         SECTION 4.  EXPIRATION.  This Act expires September 1, 2019.
         SECTION 5.  EFFECTIVE DATE.  This Act takes effect
  immediately if it receives a vote of two-thirds of all the members
  elected to each house, as provided by Section 39, Article III, Texas
  Constitution.  If this Act does not receive the vote necessary for
  immediate effect, this Act takes effect September 1, 2017.
