R E S O L U T I O N
         WHEREAS, Sylvia Hopp is retiring as superintendent of the San
  Elizario Independent School District in June 2017, drawing to a
  close an outstanding career in public education that has spanned
  more than four decades; and
         WHEREAS, After earning a bachelor's degree in education from
  The University of Texas at El Paso, Ms. Hopp began her career as a
  teacher for El Paso ISD at Clardy Elementary School; she then
  accepted a position at Alta Vista Elementary School, where her
  focus was on special education; transitioning into administration,
  she completed a master's degree in educational administration at
  UTEP and went on to serve the district as an assistant principal,
  principal, instructional consultant, director of elementary
  personnel, and executive director; and
         WHEREAS, Ms. Hopp joined San Elizario ISD in 2000, and over
  the course of her 17-year tenure, she has served as principal of
  Alarcon and Borrego Elementary Schools and as an assistant
  superintendent for planning and instruction; she became
  superintendent in January 2012, and she has since worked to ensure
  the best possible instruction and resources for the nearly 4,000
  students at the district's six campuses; moreover, she has overseen
  the passage of a $28 million bond that will fund numerous projects
  involving infrastructure improvements, construction of new campus
  buildings, and expansion and renovation of existing facilities; she
  was recognized as one of the top five finalists for the 2015
  Superintendent of the Year Award given by the Texas Association of
  School Administrators; and
         WHEREAS, In retirement, Ms. Hopp looks forward to spending
  more time with her family and traveling with her husband, Charles;
  and
         WHEREAS, Deeply committed to the success and well-being of
  the students under her care, Sylvia Hopp has distinguished herself
  through her achievements over a long and productive career in
  education, and her contributions will be remembered and appreciated
  for years to come; now, therefore, be it
         RESOLVED, That the House of Representatives of the 85th Texas
  Legislature hereby congratulate Sylvia Hopp on her retirement as
  superintendent of the San Elizario Independent School District and
  honor her for her dedicated service to El Paso County
  schoolchildren; and, be it further
         RESOLVED, That an official copy of this resolution be
  prepared for Ms. Hopp as an expression of high regard by the Texas
  House of Representatives.
