A BILL TO BE ENTITLED
|
|
|
AN ACT
|
|
|
relating to procedures for issuing municipal building permits. |
|
|
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |
|
|
SECTION 1. Section 214.904, Local Government Code, is |
|
|
amended by adding Subsection (e) to read as follows: |
|
|
(e) Notwithstanding any provision of this chapter, a |
|
|
municipality may adopt expedited procedures for granting or denying |
|
|
permits. The procedures may not require: |
|
|
(1) a private employer to offer wages higher than |
|
|
required by Chapter 62, Labor Code; or |
|
|
(2) on-site monitoring of a private employer by a |
|
|
non-governmental entity. |
|
|
SECTION 2. Section 214.904(e), Local Government Code, as |
|
|
added by this Act, does not apply to the enforcement of requirements |
|
|
imposed under expedited procedures for a permit granted before the |
|
|
effective date of this Act. |
|
|
SECTION 3. This Act takes effect immediately if it receives |
|
|
a vote of two-thirds of all the members elected to each house, as |
|
|
provided by Section 39, Article III, Texas Constitution. If this |
|
|
Act does not receive the vote necessary for immediate effect, this |
|
|
Act takes effect September 1, 2017. |
