A BILL TO BE ENTITLED
 
AN ACT
  relating to the duties of the of Structural Pest Control Advisory
  Committee.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Section 1951.104, Occupations Code, is amended
  to read as follows:
         Sec. 1951.104.  DUTIES OF COMMITTEE. The committee shall:
               (1)  gather and provide information relating to the
  practice of structural pest control and the committee chair shall
  determine agenda items and may add items at the request of the
  department or the commissioner; and shall
               (2)  advise the department and the commissioner on:
                     (A)  the education and curricula requirements for
  applicants;
                     (B)  the content of examinations under this
  chapter;
                     (C)  proposed rules by an advisory vote before
  such rules are posted for public comment and prior to enactment and
  standards on technical issues related to structural pest control
  and rules related to enforcement including review of completed
  cases at the request of the committee chair;
                     (D)  standards and criteria for the issuance of
  licenses under this chapter;
                     (E)  fees for license applications and
  examinations under this chapter; and
                     (F)  other issues affecting the practice of
  structural pest control.
         SECTION 2.  The changes in law made by this Act apply only to
  conduct that occurs on or after the effective date of this Act.
  Conduct that occurs before the effective date of this Act is
  governed by the law in effect when the conduct occurs, and the
  former law is continued in effect for that purpose.
         SECTION 3.  This Act takes effect immediately if it receives
  a vote of two-thirds of all the members elected to each house, as
  provided by Section 39, Article III, Texas Constitution. If this
  Act does not receive the vote necessary for immediate effect, this
  Act takes effect September 1, 2017.
