AN ACT
  relating to exempting certain persons from a fee for replacement
  registration insignia and license plates.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Section 502.060(b), Transportation Code, is
  amended to read as follows:
         (b)  No fee is required under this section if:
               (1)  the replacement fee for a license plate has been
  paid under Section 504.007; or
               (2)  a county assessor-collector determines that the
  owner of a registered motor vehicle did not receive a registration
  insignia that was issued to the owner by mail.
         SECTION 2.  Section 504.007, Transportation Code, is amended
  by adding Subsection (g) to read as follows:
         (g)  No fee is required under this section if a county
  assessor-collector determines that the owner of a registered motor
  vehicle did not receive license plates that were issued to the owner
  by mail.
         SECTION 3.  This Act takes effect immediately if it receives
  a vote of two-thirds of all the members elected to each house, as
  provided by Section 39, Article III, Texas Constitution.  If this
  Act does not receive the vote necessary for immediate effect, this
  Act takes effect September 1, 2017.
