A BILL TO BE ENTITLED
 
AN ACT
  relating to the creation of the Vision Zero Task Force to propose a
  plan to eliminate traffic deaths in this state.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Subchapter H, Chapter 201, Transportation Code,
  is amended by adding Section 201.623 to read as follows:
         Sec. 201.623.  VISION ZERO TASK FORCE: ELIMINATION OF
  TRAFFIC DEATHS. (a)  In this section, "task force" means the Vision
  Zero Task Force created under this section.
         (b)  The task force is composed of 16 members appointed as
  follows:
               (1)  eight members appointed by the governor, with one
  member to represent each of the following:
                     (A)  the governor's office;
                     (B)  persons with disabilities;
                     (C)  elderly persons;
                     (D)  motor carriers;
                     (E)  passenger vehicle consumers;
                     (F)  public transit providers;
                     (G)  pedestrians; and
                     (H)  bicyclists;
               (2)  one member of the senate, appointed by the
  lieutenant governor;
               (3)  one member of the house of representatives,
  appointed by the speaker of the house of representatives; and
               (4)  one member appointed by each of the following:
                     (A)  the Association of Texas Metropolitan
  Planning Organizations;
                     (B)  the department;
                     (C)  the Department of Public Safety;
                     (D)  the Department of State Health Services;
                     (E)  the Texas Association of Counties; and
                     (F)  the Texas Municipal League.
         (c)  Not later than December 1, 2017, the department shall
  ensure that the members of the task force are appointed and call the
  first meeting of the task force.
         (d)  The task force shall study methods to eliminate traffic
  deaths in this state.
         (e)  Not later than September 1, 2018, the task force shall
  create and submit to the department:
               (1)  a report on the methods described in Subsection
  (d); and
               (2)  a plan to reduce traffic deaths in this state:
                     (A)  by 50 percent from 2017 levels by 2029; and
                     (B)  to zero by 2050.
         (f)  The task force is abolished and this section expires
  January 1, 2019.
         SECTION 2.  This Act takes effect September 1, 2017.
