Amend CSSB 4 (house committee printing) on page 6, between lines 20 and 21, by inserting the following appropriately numbered section and renumbering sections and references to those sections accordingly:
Sec. 752.____. WITHHOLDING OF FUNDS WITHOUT DUE PROCESS HEARING PROHIBITED. State funds or federal funds administered by a state agency for a local entity or campus police department that violates Section 752.053 may not be withheld unless a due process hearing is held by a district judge who orders that the funds may be withheld.
