Amend HB 22 on third reading (second reading engrossment) in SECTION 14 of the bill, in amended Section 39.053(c)(3)(A), Education Code (page 20, line 23 through page 21, line 1), by striking Subparagraph (vii) and substituting the following:

(vii)  teacher quality as determined by the commissioner, provided that any teacher quality indicator that considers the performance of a teacher's students may not consider student performance on assessment instruments required under Section 39.023;
