Amend CSHB 22 (house committee report) on page 26, between lines 16 and 17, by adding the following appropriately numbered SECTION to the bill and renumbering subsequent SECTIONS of the bill accordingly:
SECTION ____. Section 39.054, Education Code, is amended by adding Subsection (b) to read as follows:
(b) For purposes of assigning school districts and campuses a performance rating under Subsection (a), the commissioner shall ensure that the method used to evaluate performance:
(2) is implemented in a manner that provides the mathematical possibility that all districts and campuses receive an A rating.
