A BILL TO BE ENTITLED
|
|
|
AN ACT
|
|
|
relating to requiring the board of trustees of each school district |
|
|
to create a nonvoting parent trustee position on the board. |
|
|
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |
|
|
SECTION 1. Subchapter C, Chapter 11, Education Code, is |
|
|
amended by adding Section 11.0512 to read as follows: |
|
|
Sec. 11.0512. PARENT TRUSTEE. (a) In addition to the |
|
|
number of trustees of a school district as provided by Section |
|
|
11.051, the board of trustees of each school district must include |
|
|
as a nonvoting member a parent trustee as provided by this section. |
|
|
(b) For a parent trustee under this section, the board shall |
|
|
adopt a policy that establishes: |
|
|
(1) the term of the parent trustee; |
|
|
(2) the procedures for selecting a parent trustee, |
|
|
including the method for filling a vacancy; and |
|
|
(3) the procedures for removal of a parent trustee. |
|
|
(c) A person is eligible to serve as a parent trustee for a |
|
|
school district if the person is the parent of a student who is |
|
|
currently enrolled in the school district. |
|
|
(d) The board shall adopt a policy regarding parent trustee: |
|
|
(1) participation, other than voting, in board |
|
|
deliberations; and |
|
|
(2) access to information, documents, and records, |
|
|
consistent with the Family Educational Rights and Privacy Act of |
|
|
1974 (20 U.S.C. Section 1232g). |
|
|
SECTION 2. This Act takes effect December 1, 2017. |
