R E S O L U T I O N
         WHEREAS, The observance of Hoverboard Safety Awareness Day on
  October 21, 2017, commemorates the anniversary of the popular
  introduction of the hoverboard concept while urging care and
  mindfulness in hoverboard use; and
         WHEREAS, On November 22, 1989, the course of personal
  transportation was forever altered by a vision of an October 21,
  2015 future that included, among other amazing developments, a
  wheel-less skateboard which hovered above the ground; and
         WHEREAS, The term "hoverboard" is now being applied to
  self-balancing scooters, which do not hover and therefore require
  the use of roads; and
         WHEREAS, Self-balancing scooters have posed hazards to
  consumers who did not appreciate the care and attention needed to
  operate them safely; and
         WHEREAS, Fires from battery failure and numerous falls have
  resulted from hoverboard use, which have led to several deaths,
  dozens of serious injuries, and millions of dollars in property
  damage across the United States; and
         WHEREAS, More than five hundred thousand hoverboards were
  recalled in 2016 alone due to safety concerns; and
         W
  HEREAS, Texas cannot turn its back to the future but must
  nonetheless promote safety and responsibility moving forward; now,
  therefore, be it
         RESOLVED, That the House of Representatives of the 85th Texas
  Legislature hereby recognizes October 21, 2017, as Hoverboard
  Safety Awareness Day and encourages all Texans to embrace
  hoverboard technology while remaining mindful of the risks and
  responsibilities it entails.
