R E S O L U T I O N
         WHEREAS, Gary Jessee, former deputy executive commissioner
  of the Texas Health and Human Services Commission, served the
  public with distinction for more than two decades before embarking
  on a new chapter of his career in July 2017; and
         WHEREAS, Appointed to lead the newly created Medical and
  Social Services Division at HHSC in June 2016, Mr. Jessee embraced
  responsibility for eligibility services, the Medicaid/CHIP
  programs, and the establishment of the Community Services
  Department; previously, he served the agency as Medicaid director
  and as chief deputy director for program operations in the
  Medicaid/CHIP Division; his many achievements included the launch
  of the STAR Kids managed care program, which provides Medicaid
  benefits to young Texans with disabilities; and
         WHEREAS, Mr. Jessee's wide-ranging experience also
  encompasses working at the Department of Aging and Disability
  Services, where he served as assistant commissioner for the Access
  and Intake Division; in that capacity, he oversaw the functions of
  area agencies on aging, local intellectual and developmental
  disability authorities, community services and program operations,
  Community Living Assistance and Support Services, contracts,
  guardianship services, and other specialized programs; earlier in
  his career, he was employed with the Texas General Services
  Commission; he holds a bachelor's degree in applied sociology with
  a special emphasis in gerontology; and
         WHEREAS, This accomplished administrator represented Texas
  for more than 10 years as a member of the National Association of
  States United for Aging and Disabilities, and he is the immediate
  past president of the NASUAD board of directors; his extensive work
  with counterparts from other states has allowed him to exchange
  valuable insights on successful programs and innovative solutions
  in order to improve services across the country; and
         WHEREAS, Committed from his youth to making the world a
  better place, Gary Jessee has played an instrumental role in
  building this state's social service infrastructure, and it is a
  pleasure to honor him for all he has done to improve the lives of
  countless fellow citizens; now, therefore, be it
         RESOLVED, That the House of Representatives of the 85th Texas
  Legislature, 1st Called Session, hereby honor Gary Jessee for his
  service to the Health and Human Services Commission and extend to
  him sincere best wishes for continued success and happiness; and,
  be it further
         RESOLVED, That an official copy of this resolution be
  prepared for Mr. Jessee as an expression of high regard by the Texas
  House of Representatives.
