Pursuant to a notice posted in accordance with Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on Education was held on Thursday, May 14, 2015, in the Capitol Extension, Room E1.028, at Austin, Texas.

The chair called the meeting to order at 9:06 AM, the following business was transacted:

 

The chair laid out HB 2025 and recognized the Senate sponsor, Senator Schwertner, to explain the bill.

 

Witnesses testifying and registering on the bill are shown on the attached list.

 

The chair moved that the public testimony be closed; without objection, it was so ordered.

 

Senator Larry Taylor moved that HB 2025 be left pending; without objection, it was so ordered.

 

The chair laid out HB 1878 and recognized the Senate sponsor, Senator Van Taylor, to explain the bill.

Senator Larry Taylor sent up a committee substitute; the chair recognized Senator Larry Taylor to explain the difference between the committee substitute and the house bill as engrossed.

Senator Garcia moved that HB 1305 be left pending; without objection, it was so ordered.

At 10:01 AM Senator Larry Taylor moved that the Committee stand recessed subject to the call of the chair. Without objection, it was so ordered.

 

Pursuant to a motion made by Senator Larry Taylor on the Senator floor to suspend Senate Rules 11.10 and 11.18, the Senate Committee on Education reconvened at 4:28 PM at the back rail of the Senate Chamber.

 

The chair called the meeting to order at 4:28 PM. There being a quorum present, the following business was transacted:

 

The chair laid out as a matter of pending business HB 1878.

 

Senator Seliger moved that HB 1878 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 7 ayes, 0 nays, 0 present not voting, and 4 absent.

 

The chair laid out as a matter of pending business HB 2025.

 

Senator Seliger moved that HB 2025 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 8 ayes, 0 nays, 0 present not voting, and 3 absent.

 

Senator Lucio, Jr. assumed the chair.

 

The chair laid out as a matter of pending business HB 1305.

 

Senator Larry Taylor sent up a committee substitute; the chair recognized Senator Larry Taylor to explain the difference between the committee substitute and the house bill as engrossed. Senator Campbell moved adoption of the committee substitute; without objection, it was so ordered.

 

Senator Campbell assumed the chair.

 

Senator Lucio, Jr. sent up Committee Amendment 1 and moved adoption; without objection, the amendment was adopted.

 

Senator West requested unanimous consent to incorporate the amendments into a committee substitute; without objection, it was so ordered.

 

Senator Larry Taylor then moved that the committee substitute be adopted; without objection, it was so ordered.

 

Senator Larry Taylor moved that HB 1305 do not pass but that CSHB 1305 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 8 ayes, 0 nays, 0 present not voting, and 3 absent.

 

Senator Larry Taylor assumed the chair.
