Pursuant to suspension of Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on Intergovernmental Relations was held on Tuesday, May 26, 2015, in the Betty King Committee Room at Austin, Texas.

The chair called the meeting to order at 2:30 PM. There being a quorum present, the following business was transacted:

 

 The chair laid out pending business HB 4186. Senator Garcia moved that HB 4186 be reported back to the full Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 4 ayes, 1 nays, 1 present not voting and 1 absent.

 

Senator Lucio recognized Senator Bettencourt for a motion.  Senator Bettencourt moved to reconsider the vote on HB 2977.  The motion carried with a record vote of 6 ayes, 0 nays, 0 present not voting and 1 absent.

 

Senator Bettencourt assumed the chair.

 

Senator Bettencourt recognized Senator Lucio to lay out the committee substitute for pending business HB 2977.  Senator Lucio moved adoption of the committee substitute.  Discussion followed.  There being no objection, the committee substitute was adopted.  Senator Lucio moved that HB 2977 be reported back to the full senate with the recommendation that it do not pass but that the committee substitute for HB 2977 do pass and be printed.  The motion carried with a record vote of 4 ayes, 2 nays, 0 present not voting and 1 absent.

 

Senator Lucio assumed the chair.

 

There being no further business, Senator Lucio moved that the Committee stand recessed subject to the call of the chair.  Without objection, it was so ordered.
