Pursuant to suspension of Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on Intergovernmental Relations was held on Thursday, April 16, 2015, at Senator Lucio Jr.'s Desk, Senate Chamber.

The chair called the meeting to order at 3:45 PM. There being a quorum present, the following business was transacted:

 

The chair recognized  Senator Hinojosa to lay out as a matter of pending business SB 626 considered during the last hearing.  Senator Garcia moved that SB 626 be reported back to the full Senate with the recommendation that it do pass and be printed.

The motion carried with a record vote of 7 ayes,  0 nayes, 0 present not voting and 0 absent.  Senator Campbell submitted a Motion in Writing form indicating voting “aye”.

 

 

The chair recognized  Senator Bettencourt  to lay out as a matter of pending business SB 772      considered during the last hearing.  Senator Bettencourt  moved that SB 772 be reported back to the full Senate with the recommendation that it do pass and be printed.

The motion carried with a record vote of 7 ayes, 0 nayes, 0 present not voting and 0 absent.  Senator Campbell submitted a Motion in Writing form indicating voting “aye”.

Senator Bettencourt moved that SB 772 be recommended for placement on the Local and Uncontested Calendar; without objection, it was so ordered.

The chair laid out as a matter of pending business SB 837 considered during the last hearing.  Senator Nichols  moved that SB 837  be reported back to the full Senate with the recommendation that it do pass and be printed.

The motion carried with a record vote of 6 ayes, 1 nay,  0 present not voting and 0 absent.  Senator Campbell submitted a Motion in Writing form indicating voting “aye”.

Senator Bettencourt assumed the chair.

The chair recognized  Senator Lucio to lay out as a matter of pending business SB 1593 considered during the last hearing.  Senator Lucio moved that SB 1593  be reported back to the full Senate with the recommendation that it do pass and be printed.

The motion carried with a record vote of  7 ayes,  0 nayes, 0 present not voting and 0 absent.  Senators Campbell and Taylor both submitted Motion in Writing forms indicating voting “aye”.

Senator Lucio moved that the committee substitute for SB 1593 be recommended for placement on the Local and Uncontested Calendar; without objection, it was so ordered.

Senator Bettencourt assumed the chair and recognized Senator Lucio regarding pending business SB 1108 and the committee substitute.  The bill was left pending.

 

Senator Lucio, Jr. assumed the chair. The chair recognized Senator Bettencourt to lay out as a matter of pending business SB 1387 and the committee substitute considered during the last hearing.  Senator Bettencourt moved that the committee substitute for SB 1387 be adopted; there being no objection, the substitute was adopted.

 

Senator Bettencourt moved that the SB 1387 be reported back to the full Senate with the recommendation that it do not pass but that the committee substitute for SB 1387 be reported back with the recommendation that it do pass and be printed.

 

The motion carried with a record vote of 7 ayes, 0 nays, 0 present not voting, and 0 absent. Senators Taylor and Campbell submitted motion in writing forms indicating to vote “aye”.

 

Senator Bettencourt moved that the committee substitute for SB 1387 be recommended for placement on the Local and Uncontested Calendar; without objection, it was so ordered.

 

Senator Bettencourt assumed the chair.

 

The chair recognized Senator Lucio to lay out as a matter of pending business SB 1422 and the committee substitute considered during the last hearing.  Senator Lucio moved that the committee substitute for SB 1422 be adopted; there being no objection, the substitute was adopted.

 

Senator Lucio moved that the SB 1422 be reported back to the full Senate with the recommendation that it do not pass but that the committee substitute for SB 1422 be reported back with the recommendation that it do pass and be printed.

 

The motion carried with a record vote of 7 ayes, 0 nays, 0 present not voting, and 0 absent. Senators Taylor and Campbell submitted motion in writing forms indicating to vote “aye”.

 

Senator Lucio moved that the committee substitute for SB 1422 be recommended for placement on the Local and Uncontested Calendar; without objection, it was so ordered.

 

Senator Lucio assumed the chair and called up as a matter of pending business SB 1587 and the committee substitute.  Senator Bettencourt moved that the committee substitute be adopted.  Senator Bettencourt assumed the chair.  Senator Lucio moves that the amendment one be adopted; without any objection, it was so ordered.  Senator Lucio moved that amendment one be rolled into the substitute and the new substitute be adopted; without objection, it was so ordered.

Senator Lucio moved that the SB 1587 be reported back to the full Senate with the recommendation that do not pass but that the committee substitute for SB 1587 be reported back with the recommendation that it do pass and be printed.

 

The motion carried with a record vote of 7 ayes, 0 nays, 0 present not voting, and 0 absent.  Senators Campbell and Taylor submitted motion in writing forms indicating to vote “aye”.

 

Senator Lucio moved that the committee substitute for SB 1587 be recommended for placement on the Local and Uncontested Calendar; without objection, it was so ordered.

 

 

 

There being no further business, at 3:58 PM Senator Lucio, Jr. moved that the Committee stand recessed subject to the call of the chair. Without objection, it was so ordered.
