Pursuant to a notice posted in accordance with Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on Business & Commerce was held on Friday, May 22, 2015, in the Capitol Extension, Room E1.028, at Austin, Texas.

The chair called the meeting to order at 4:02 PM. The following business was transacted:

 

The chair laid out HB 1486 and recognized Senator Watson, in the absence of the Senate sponsor, to explain the bill.

 

Witnesses testifying and registering on the bill are shown on the attached list.

 

The chair moved that the public testimony be closed; without objection, it was so ordered.

 

Senator Eltife moved that HB 1486 be left pending; without objection, it was so ordered.

Senator Creighton moved that HB 2493 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 6 ayes, 2 nays, 0 present not voting, and 1 absent.

Senator Creighton moved that HB 2634 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion failed to carry with a record vote of 4 ayes, 3 nays, 0 present not voting, and 2 absent. Senator Huffines submitted a motion in writing voting aye.

 

Senator Watson moved to that the vote by which HB 2634 failed to carry be reconsidered. Without objection; it was so ordered.

 

Senator Ellis moved that HB 2634 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 6 ayes, 2 nays, 0 present not voting, and 1 absent.

Senator Taylor moved that HB 3938 do not pass but that CSHB 3938 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 7 ayes, 1 nay, 0 present not voting, and 1 absent. Senator Huffines submitted a motion in writing voting aye.

Senator Ellis moved that HB 3089 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 6 ayes, 0 nays, 0 present not voting, and 3 absent.

 

Senator Watson moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered.
