Pursuant to a notice posted on February 11, 2016, the House Committee on Human Services met in a public hearing and was called to order by the chair, Representative Raymond, at 9:14 a.m.

 

The initial quorum call was answered as follows: Representatives Raymond; Rose; Keough; Klick; Naishtat; and Price.

 

A quorum was present.

The House Human Services Committee met to hear invited and public testimony related to Interim Charge Four: Review the Health and Human Services Commission’s Medicaid managed care organizations policies and procedures including a review of quality initiatives. Study contract management and assess the Vendor Drug Program drug formularies and current function. Identify the savings achieved by moving Medicaid into managed care. Determine what mechanisms or policies could be modified or strengthened to encourage increased participation or retention of health care providers in the Medicaid managed care system. The committee heard invited testimony from HHSC  Executive Commissioner, Chris Traylor, State Medicaid Director, Gary Jessee, Vendor Drug Program Director, Andy Vasquez, and HHSC Inspector General, Stuart Bowen, Jr.
