Pursuant to an announcement from the house floor on May 7, 2015, and permission granted on May 7, 2015, to meet while the House was in session, the House Committee on Energy Resources met in a formal meeting and was called to order by the chair, Representative Darby, at 3:10 p.m.

The chair laid out HB 2991 as pending business.
Representative Paddie offered a complete committee substitute.
The committee substitute was adopted without objection.
The chair recognized Representative Paddie to explain the measure.
Representative Paddie moved that HB 2991, as substituted, be reported favorably to the full house with the recommendation that it do pass and be printed. The motion prevailed by the following record vote:
