Pursuant to a suspension of the 5-day posting rule on May 4, 2015, the House Select Committee on Emerging Issues In Texas Law Enforcement, met in a public hearing and was called to order by the chair, Representative Fletcher, at 6:19 p.m.

 

The initial quorum call was answered as follows: Representatives Fletcher; Flynn; Koop; and White, James.

 

A quorum was present.

The chair laid out HB 3790 as pending business.

 

Representative Koop offered a complete committee substitute.

 

The chair recognized Representative Fletcher to explain the substitute.

 

The committee substitute was adopted without objection.

 

Representative White, James moved that HB 3790, as substituted, be reported favorably to the full house with the recommendation that it do pass and be printed and be sent to the Committee on Local and Consent Calendars.  The motion prevailed by the following record vote:

Nays:                           None (0).

Representative Fletcher moved to reconsider the vote by which the measure was reported from committee.  The motion to reconsider prevailed without objection.
