Pursuant to a notice posted on April 10, 2015, the House Committee on Emerging Issues In Texas Law Enforcement, Select met in a public hearing and was called to order by the chair, Representative Fletcher, at 4:32 p.m.

 

The initial quorum call was answered as follows: Representatives Fletcher; Flynn; Koop; and White, James.

 

A quorum was present.

 

 

The Chair made opening remarks to the committee.
