Pursuant to a notice posted on September 14, 2016, the House Committee on County Affairs met in a public hearing and was called to order by the chair, Representative Coleman, at 10:12 a.m.

 

The initial quorum call was answered as follows: Representatives Coleman; Burrows; Romero, Jr.; Schubert; Spitzer; and Wu.

 

A quorum was present.

 


 

The House Committee on County Affairs met jointly with the House Committee on Criminal Jurisprudence to hear invited and public testimony on the following interim charge:

Review pretrial service and bonding practices throughout the state. Examine factors considered in bail and pre-trial confinement decisions, including the use of risk assessments; assess the effectiveness and efficiency of different systems in terms of cost to local governments and taxpayers, community safety, pretrial absconding rates and rights of the accused.

At 5:59 p.m., on the motion of the chair and without objection, the meeting was adjourned subject to the call of the chair.
