Pursuant to a notice posted on March 6, 2015, revised on March 11, 2015, the House Committee on Appropriations met in a public hearing and was called to order by the chair, Representative Otto, at 8:05 a.m.

 

The initial quorum call was answered as follows: Representatives Otto; Turner, Sylvester; Ashby; Bell; Bonnen, Greg; Burkett; Capriglione; Davis, Sarah; Gonzales, Larry; Howard; Hughes; Koop; Longoria; Miller, Rick; Phelan; Price; Raney; Rodriguez, Justin; Sheffield; and VanDeaver.

 

A quorum was present.

 


 

Article IX and associated Riders.

The chair laid out the recommendations for Article IX as well as the associated Riders.

Representative Turner moved to adopt the recommendations for Article IX and the associated Riders for inclusion in Article XI.

 

The motion was adopted without objection.

 

Article X and associated Riders

 

The chair laid out the recommendations for Article X as well as the associated adopted and recommended Riders for inclusion in Article XI.

The motion was adopted without objection.

 

Article I

 

The chair laid out the subcommittee recommendations for pended items for Article I.

Article V

Article II

 

The chair laid out the subcommittee recommendation for pended items for Article II.

Representative Price moved to adopt the subcommittee recommendations for Article II.

 

The motion was adopted without objection.  

 

The chair laid out a complete Rider for Article V that was previously incorrectly copied.

 

Representative Turner moved to adopt the rider for Article V.

 

The motion was adopted without objection.

 

The Chair provided direction to the Legislative Budget Board to produce the budget recommendations adopted by the Committee.

 

The Chair directly referred HB 5, HB 8, HB 903, and HJR 8 to the subcommittee on Budget Transparency and Reform on March 12, 2015.
