LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 84TH LEGISLATIVE REGULAR SESSION

April 28, 2015

TO:
Honorable Ryan Guillen, Chair, House Committee on Culture, Recreation & Tourism

FROM:
Ursula Parks, Director, Legislative Budget Board

IN RE:
HB3390 by Larson (Relating to a written agreement concerning a projectile discharged from a firearm that travels across a property line; amending a provision subject to a criminal penalty.), Committee Report 1st House, Substituted

No significant fiscal implication to the State is anticipated.

The bill amends portions of the Parks and Wildlife Code related to projectiles from firearms that travel across a property line.  The bill would require a written agreement with appropriate property owners allowing the discharge of a firearm to include the telephone number and mailing address of the person allowed to hunt or engage in recreational shooting on the property. The bill provides circumstances that a defense to prosecution would not apply.

Based on information provided by the Parks and Wildlife department, this analysis assumes that duties and responsibilities associated with implementing the provisions of the bill could be accomplished by utilizing existing resources.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
