Honorable Byron Cook, Chair, House Committee on State Affairs
FROM:
Ursula Parks, Director, Legislative Budget Board
IN RE:
HB1942 by Simmons (Relating to judicial authority to issue orders allowing minors to consent to abortions and disclosure of that authority.), As Introduced
No significant fiscal implication to the State is anticipated.
The bill would amend the judicial authority to issue orders allowing an unemancipated minor to have an abortion without notification to a parent, conservator, or guardian. The bill would provide that only a judge elected or appointed to the court in which the application was filed could rule on the application or the appeal. The bill would make judges' names who grant an application or appeal, and the number of applications or appeals granted, subject to disclosure as public information. The Office of Court Administration indicates that implementation of the bill can be accomplished within existing resources.
Local Government Impact
No significant fiscal implication to units of local government is anticipated.
