A BILL TO BE ENTITLED
 
AN ACT
  relating to public agreements or contracts related to United
  Nations Agenda 21.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  The heading to Chapter 2255, Government Code, is
  amended to read as follows:
  CHAPTER 2255. PRIVATE DONORS OR ORGANIZATIONS AND INTERNATIONAL
  ORGANIZATIONS
         SECTION 2.  Chapter 2255, Government Code, is amended by
  adding Section 2255.002 to read as follows:
         Sec. 2255.002.  ORGANIZATIONS ACCREDITED BY THE UNITED
  NATIONS. (a) In this section, "governmental entity" means:
               (1)  this state;
               (2)  a political subdivision of this state, including a
  municipality, a county, or a special-purpose district or authority;
               (3)  an institution, board, commission, office,
  department, court, or other agency:
                     (A)  in the executive, judicial, or legislative
  branch of state government, including an institution of higher
  education and a retirement system; or
                     (B)  of a political subdivision of this state; or
               (4)  a public-private partnership.
         (b)  A governmental entity may not enter into an agreement or
  contract with, accept money from, or grant money or other financial
  aid to a nongovernmental or intergovernmental organization
  accredited by the United Nations to implement a policy that
  originated in the Agenda 21 plan adopted by members of the United
  Nations at the United Nations Conference on Environment and
  Development in June 1992.
         SECTION 3.  The change in law made by Section 2255.002,
  Government Code, as added by this Act, applies only to an agreement
  or contract entered into on or after the effective date of this Act.  
  An agreement or contract entered into before the effective date of
  this Act is governed by the law in effect on the date the agreement
  or contract was entered into, and that law is continued in effect
  for that purpose.
         SECTION 4.  This Act takes effect September 1, 2015.
