CONCURRENT RESOLUTION
|
|
WHEREAS, The population of Texas is projected to double by |
|
the year 2050, fueled primarily by growth in urban areas, and this |
|
population growth is an important component of the state's |
|
prosperity; and |
|
WHEREAS, Among the important contributors to the economic |
|
vibrancy of the state are the 15 military installations with their |
|
255,000 uniformed and civilian employees, which annually generate |
|
nearly $150 billion in economic impact; and |
|
WHEREAS, Texas prides itself on strong property rights |
|
protections; and |
|
WHEREAS, We must plan for future population growth and |
|
protect our military installations by balancing property rights |
|
with development techniques and laws that accommodate local |
|
television and radio broadcasters and ensure their broadcast and |
|
transmissions, including emergency communications, are not |
|
impeded; and |
|
WHEREAS, The State of Texas must develop meaningful laws that |
|
protect the health, safety, and welfare of its citizens and its |
|
lands; now, therefore, be it |
|
RESOLVED, That the 84th Legislature of the State of Texas |
|
hereby request the lieutenant governor and the speaker of the house |
|
of representatives to create a joint interim committee to study |
|
compatible land use and regulatory standards for renewable energy |
|
development and to examine the authority available to local |
|
governments to ensure a proper balance; and, be it further |
|
RESOLVED, That the committee's proceedings and operations be |
|
governed by such general rules and policies for joint interim |
|
committees as the 84th Legislature may adopt. |
