CONCURRENT RESOLUTION
         WHEREAS, The population of Texas is projected to double by
  the year 2050, fueled primarily by growth in urban areas, and this
  population growth is an important component of the state's
  prosperity; and
         WHEREAS, Among the important contributors to the economic
  vibrancy of the state are the 15 military installations with their
  255,000 uniformed and civilian employees, which annually generate
  nearly $150 billion in economic impact; and
         WHEREAS, Texas prides itself on strong property rights
  protections; and
         WHEREAS, We must plan for future population growth and
  protect our military installations by balancing property rights
  with development techniques and laws that accommodate local
  television and radio broadcasters and ensure their broadcast and
  transmissions, including emergency communications, are not
  impeded; and
         WHEREAS, The State of Texas must develop meaningful laws that
  protect the health, safety, and welfare of its citizens and its
  lands; now, therefore, be it
         RESOLVED, That the 84th Legislature of the State of Texas
  hereby request the lieutenant governor and the speaker of the house
  of representatives to create a joint interim committee to study
  compatible land use and regulatory standards for renewable energy
  development and to examine the authority available to local
  governments to ensure a proper balance; and, be it further
         RESOLVED, That the committee's proceedings and operations be
  governed by such general rules and policies for joint interim
  committees as the 84th Legislature may adopt.
