A BILL TO BE ENTITLED
 
AN ACT
  relating to the authority of the Texas Facilities Commission to
  manage a construction project at the site of the G. J. Sutton State
  Office Complex in Bexar County.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  (a) The Texas Facilities Commission is
  authorized to manage a construction project for a state office
  building and associated parking facilities for state use at a cost
  not to exceed $162,446,464 to be located on state-owned property in
  Bexar County at the site of the existing G. J. Sutton State Office
  Complex.
         (b)  The project for the state office building and associated
  parking facilities is approved for financing in accordance with
  Section 1232.108, Government Code, and bonds may be issued to fund
  the construction of the building and facilities in accordance with
  Section 1232.102, Government Code.
         (c)  The state office building shall be known as the G. J.
  Sutton Building and the property on the land on which the building
  is located shall be known as the G. J. Sutton State Office Complex.
         (d)  The project for the state office building and associated
  parking facilities shall be constructed in compliance with Chapter
  2166, Government Code.
         SECTION 2.  In managing and implementing the project
  authorized under Section 1 of this Act, the Texas Facilities
  Commission in collaboration with the Texas Historical Commission
  shall determine any opportunities for and the feasibility of
  preserving the existing status of the G. J. Sutton Building as a
  contributing building for the designation of the area as a historic
  district of the National Register of Historic Places.
         SECTION 3.  The construction of a state office building and
  associated parking facilities for state use described by this Act
  is subject to the specific appropriation of funds to the Texas
  Facilities Commission for that purpose by a general appropriations
  act of the 84th Legislature.
         SECTION 4.  This Act takes effect immediately if it receives
  a vote of two-thirds of all the members elected to each house, as
  provided by Section 39, Article III, Texas Constitution.  If this
  Act does not receive the vote necessary for immediate effect, this
  Act takes effect September 1, 2015.
