A BILL TO BE ENTITLED
 
AN ACT
  relating to the creation of a task force to conduct a study and
  develop recommendations on the efficacy of the continuation of
  daylight saving time in this state.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.    TEXAS TASK FORCE ON DAYLIGHT SAVING TIME.  (a)
  The Texas Task Force on Daylight Saving Time is created.
         (b)  The task force shall study the efficacy of the
  continuation of daylight saving time in this state.
         (c)  The task force is composed of the following seven
  members:
               (1)  one member appointed by the governor;
               (2)  one member appointed by the lieutenant governor;
               (3)  one member appointed by the speaker of the house of
  representatives;
               (4)  one member appointed by the commissioner of
  agriculture;
               (5)  one member appointed by the comptroller;
               (6)  one member appointed by the chair of the Railroad
  Commission of Texas; and
               (7)  one member appointed by the chair of the Texas
  Transportation Commission.
         (d)  The governor shall designate a member of the task force
  to serve as presiding officer.
         (e)  A member of the task force is not entitled to
  compensation but is entitled to reimbursement for the member's
  travel expenses as provided by Chapter 660, Government Code, and
  the General Appropriations Act.
         (f)  The task force shall compile a detailed report of its
  findings and recommendations and shall submit the report to the
  governor, the lieutenant governor, and the speaker of the house of
  representatives not later than December 1, 2016.  The report must
  include a recommendation by the task force as to whether the
  legislature should act to exempt the state from the provisions of
  the Uniform Time Act of 1966 (15 U.S.C. Section 260a(a)) that
  establish daylight saving time.
         (g)  The task force is not subject to Chapter 2110,
  Government Code.
         (h)  The task force is abolished and this Act expires on
  January 1, 2017.
         SECTION 2.  APPOINTMENT OF MEMBERS.  The members of the task
  force shall be appointed to the Texas Task Force on Daylight Saving
  Time, as required by this Act, as soon as practicable after the
  effective date of this Act.
         SECTION 3.  EFFECTIVE DATE.  This Act takes effect
  immediately if it receives a vote of two-thirds of all the members
  elected to each house, as provided by Section 39, Article III, Texas
  Constitution.  If this Act does not receive the vote necessary for
  immediate effect, this Act takes effect September 1, 2015.
