Amend CSHB 150 (house committee printing) by striking lines 13 and 14 and substituting the following:
SECTION 2.  Subchapter B, Chapter 312, Government Code, is amended by adding Section 312.017 to read as follows:
Sec. 312.017.  STANDARD TIME. (a) The standard time in this state is the time at the 75th meridian longitude west from Greenwich, commonly known as "eastern standard time."
(b)  Unless otherwise expressly provided, a reference in a statute, order, or rule to the time in which an act shall be performed means the standard time as provided by this section.
(c)  The state, acting under the exemption provisions of the Uniform Time Act of 1966 (15 U.S.C. Section 260a(a)), is exempt from the provisions of that law that establish daylight saving time.
SECTION 3.  Section 312.016, Government Code, as amended by this Act, is repealed.
SECTION 4.  Not later than December 1, 2015, the governor shall file with the United States Department of Transportation a request to change the time zone for the entire State of Texas to the eastern time zone.
SECTION 5.  (a) Except as otherwise provided by this section, this Act takes effect November 1, 2015, to coincide with the end of daylight saving time for 2015.
(b)  Sections 2 and 3 of this Act take effect only if, pursuant to the request submitted under Section 4 of this Act, the United States Department of Transportation adopts a federal rule that includes the entire State of Texas in the eastern time zone. Sections 2 and 3 of this Act take effect on the date on which the federal rule that includes the state in the eastern time zone takes effect. If the United States Department of Transportation does not adopt a rule described by this subsection, Sections 2 and 3 of this Act have no effect.
(c)  Section 4 of this Act takes effect September 1, 2015.
