Pursuant to HCR 43, a public hearing of the Joint Partnership Advisory Commission was held on Monday, December 1, 2014, in the Capitol Extension, Room E1.012, at Austin, Texas.

Representative Jim Murphy, the Presiding Officer,  called the meeting to order at 1:30 p.m.  There being a quorum present, the following business was transacted:

The initial quorum call was answered as follows: Representatives Murphy; Howard; Senator Eltife; Nelson; Zaffirini; Public Members Orr, Thomas; and Reinbeck, Betty were present.

Presiding Officer Murphy explained that purpose of the meeting was to update the Commission on Open Records information, to provide an update on the Capitol Commission Master Plan, to elect a new Presiding Officer and to review the Facilities Commission Guidelines.

Presiding Officer Murphy discussed the results of the Attorney General’s opinion regarding executive session and explained that the Commission is now subject to the Open Meetings Act. 

Presiding Officer Murphy called the following persons to provide invited testimony on the Texas Facilities Commission guidelines (witnesses testifying and registering are shown on the attached list).

Presiding Officer Murphy moved that public testimony be closed; without objection it was so ordered.

Senator Zaffirini made a motion to table the Texas Facilities Commission's guidelines.  Mr. Orr seconded.  The motion passed unanimously.

Presiding Officer Murphy made a motion to nominate Senator Eltife as the new Presiding Officer and Representative Murphy as the Assistant Presiding Officer and asked for other nominations.  There being none, Senator Zaffirni made a motion to elect Senator Eltife as the new Presiding Officer and Representative Murphy as the Assistant Presiding Officer of the Partnership Advisory Commission.  Representative Howard seconded.  The motion passed unanimously.

As the new Presiding Officer, Senator Eltife gave an update on the Capitol Complex Master Plan.

There being no further business, at 1:40 p.m.,  Senator Eltife moved that the Commission be adjourned. Without objection, it was so ordered.
