Pursuant to a notice posted in accordance with Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on Veteran Affairs & Military Installations was held on Wednesday, April 10, 2013, in the Betty King Committee Room at Austin, Texas.

The chair called the meeting to order at 2:05 PM.

 

The Chair recognized Texas Adjutant General Major General John Nichols, from the Texas Military Forces, to recite the United States Pledge of Allegiance and the Pledge of Allegiance to the Flag of Texas.

 

The chair laid out SB 1552 and SJR 59 and recognized the author, Senator Lucio, to explain the bill.

 

Senator Rodríguez sent up a revised committee substitute for both SB 1552 and SJR 59; the chair recognized Senator Lucio to explain the difference between the committee substitute and the senate bill as filed. Senator Van de Putte moved committee substitute be left pending to await a quorum; without objection, it was so ordered.

 

Witnesses testifying and registering on the bill are shown on the attached list.

 

The chair moved that the public testimony be closed; without objection, it was so ordered.

 

At 2:40 PM Senator Rodríguez assumed the chair.

The chair laid out SB 1536 and recognized the author, Senator Van de Putte, to explain the bill.

The chair moved that the public testimony be closed; without objection, it was so ordered.

 

Senator Rodriguez recognizes Senator Van de Putte to send up Committee Amendment 1.  The amendment was left pending without objection.

Senator Van de Putte moved that SB 1536 be left pending; without objection, it was so ordered.

 

The chair laid out SB 1200 and recognized the author, Senator Van de Putte, to explain the bill.

 

Senator Rodríguez sent up a committee substitute; the chair recognized Senator Van de Putte to explain the difference between the committee substitute and the senate bill as filed. Senator Van de Putte moved committee substitute be left pending; without objection, it was so ordered.

 

Roll call was taken at 3:32 and a Quorum was present.

The chair laid out SB 238 and recognized the author, Senator Van de Putte, to explain the bill.

Senator Rodríguez moved that SB 238 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 4 ayes, 0 nays, 0 present not voting, and 1 absent.  Senator Brian Birdwell sent in a Motion in Writing asking to be shown AYE on SB 238.

 

Senator Van de Putte moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered.

 

The chair laid out SB 1807 and recognized the author, Senator Van de Putte, to explain the bill.

 

Senator Rodríguez moved that SB 1807 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 4 ayes, 0 nays, 0 present not voting, and 1 absent. Senator Brian Birdwell sent in a Motion in Writing asking to be shown AYE on SB 238.

 

Senator Van de Putte moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered.

 

At 3:36 PM Senator Van de Putte resumed the chair.

 

There was no action taken for the following bill(s): SB 10, SB 1061, SB 1158, SB 1199,

SB 1476, and SB 1553.

There being no further business, at 3:38 PM Senator Van de Putte moved that the Committee stand recessed subject to the call of the chair. Without objection, it was so ordered.
