Pursuant to a notice posted in accordance with Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on Nominations was held on Monday, March 11, 2013, in the Capitol Extension, Room E1.016, at Austin, Texas.

The chair called the meeting to order at 11:00 AM. There being a quorum present, the following business was transacted:

 

Senator Watson moved adoption of the minutes from the previous hearing held on March 4, 2013; without objection, it was so ordered.

 

The following members arrived after the roll was called: Senator Carona and Senator Nelson.

 

Senator Seliger was recognized to introduce Jim W. LaFavers, nominee to the Board of Pardons and Paroles, to the committee.

 

Senator Rodriguez was recognized to introduce Cynthia Villa, nominee to the Department of Information Resources, to the committee.

 

Senator Fraser was recognized to introduce Cris Graham, nominee to the State Preservation Board, to the committee.  Mrs. Graham made an opening statement and answered questions from the members of the committee.

 

Mrs. Graham’s nomination was left pending before the committee.

 

Senator Watson was recognized to introduce Commissioner Roderick A. Bordelon, Jr., nominated as the Commissioner of Workers’ Compensation, to the committee.  Commissioner Bordelon made an opening statement and answered questions from the members of the committee.

 

Commissioner Bordelon’s nomination was left pending before the committee.

 

Senator Fraser was recognized to introduce Arthur C. Troilo, III, nominated to the Department of Information Resources, to the committee.

 

Chairman Hegar, on behalf of Senator Huffman, introduced Charles E. Bacarisse, nominated to the Department of Information Resources, to the committee.

 

The nominees to the Department of Information Resources made opening statements and answered questions from the members of the committee.

 

The nominees to the Department of Information Resources were left pending before the committee.

 

Senator Campbell, on behalf of Senator Patrick, introduced Roman Chavez, nominated to the Board of Pardons and Paroles, to the committee.

 

The nominees to the Board of Pardons and Paroles made opening statements and answered questions from the members of the committee.

 

The nominees to the Board of Pardons and Paroles were left pending before the committee.

 

Without a quorum being present, at 11:49 AM, Senator Hegar moved that the committee stand recessed subject to the call of the chair.  Without objection, it was so ordered.

 

Pursuant to the adoption of the suspension of Senate Rule 11.10, the Senate Committee on Nominations reconvened at Chairman Hegar’s desk for the purpose of voting on all of the nominees that were left pending from the meeting held earlier in the day.

 

Chairman Hegar welcomed Senator Sylvia Garcia, who was sworn in earlier in the day, to the committee as its newest member.

 

Senator Campbell moved that committee vote to approve the nominations of the individuals to the following entities: Board of Pardons and Paroles, Camino Real Regional Mobility Authority, Central Texas Regional Mobility Authority, Commission on Law Enforcement Officer Standards and Education, Department of Information Resources, Division of Workers' Compensation, Texas Department of Insurance, State Pension Review Board, State Preservation Board, State Securities Board, Sulphur River Regional Mobility Authority, Texas Commission on Fire Protection, Texas Council on Autism and Pervasive Developmental Disorders, Texas School Safety Center Board of Directors, and Texas State Affordable Housing Corporation Board of Directors. The motion carried with a record vote of 5 ayes, 0 nays, 1 present not voting, and 1 absent.

 

There being no further business, at 3:02 PM Senator Hegar moved that the committee stand recessed subject to the call of the chair. Without objection, it was so ordered.
