Pursuant to a notice posted in accordance with Senate Rule 11.10 and 11.18, a public hearing of the Senate Subcommittee on Fiscal Matters was held on Monday, May 6, 2013, in the Capitol Extension, Room E1.036, at Austin, Texas.

The chair called the meeting to order at 9:03 AM. The following business was transacted:

 

The chair laid out as a matter of pending business SB 14 and recognized the author, Senator Williams, to explain the bill.

 

The committee substitute was laid out. The chair recognized Senator Williams to explain the difference between the committee substitute and the senate bill as filed.

 

Witnesses testifying and registering on the bill are shown on the attached list.

 

The chair moved that the public testimony be closed; without objection, it was so ordered.

 

The chair laid out SB 1648 and recognized the author, Senator Williams, to explain the bill.

Senator Hegar moved that SB 14 do not pass but that CSSB 14 be reported back to the Senate Committee on Finance with the recommendation that it do pass and be printed. The motion carried with a record vote of 3 ayes, 0 nays, 0 present not voting, and 2 absent.

 

The chair laid out as a matter of pending business SB 465 by Senator Van de Putte.

 

Senator Hegar moved that SB 465 be reported favorably to the Senate Committee on Finance with the recommendation that it do pass and be printed. The motion carried with a record vote of 3 ayes, 0 nays, 0 present not voting, and 2 absent.

 

The chair laid out as a matter of pending business SJR 30 by Senator Van de Putte.

 

Senator Hegar moved that SJR 30 be reported favorably to the Senate Committee on Finance with the recommendation that it do pass and be printed. The motion carried with a record vote of 3 ayes, 0 nays, 0 present not voting, and 2 absent.

 

Senator Lucio, Jr. sent up a committee substitute to SB 859. Senator Hegar moved adoption of the committee substitute to SB 859; without objection, it was so ordered. 

 

Senator Hegar moved that SB 859 do not pass but that CSSB 859 be reported back to the Senate Committee on Finance with the recommendation that it do pass and be printed. The motion carried with a record vote of 3 ayes, 0 nays, 0 present not voting, and 2 absent.

 

Senator Lucio, Jr. sent up a committee substitute to SB 1648. Senator Hegar moved adoption of the committee substitute to SB 1648; without objection, it was so ordered. 

 

Senator Hegar moved that SB 1648 do not pass but that CSSB 1648 be reported back to the Senate Committee on Finance with the recommendation that it do pass and be printed. The motion carried with a record vote of 3 ayes, 0 nays, 0 present not voting, and 2 absent.

 

Senator Lucio, Jr. sent up a committee substitute to SB 1657. Senator Hegar moved adoption of the committee substitute to SB 1657; without objection, it was so ordered. 

 

Senator Hegar moved that SB 1657 do not pass but that CSSB 1657 be reported back to the Senate Committee on Finance with the recommendation that it do pass and be printed. The motion carried with a record vote of 3 ayes, 0 nays, 0 present not voting, and 2 absent.

 

There being no further business, at 9:56 AM Senator Hegar moved that the Committee stand recessed subject to the call of the chair. Without objection, it was so ordered.
