Pursuant to a notice posted in accordance with Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on Finance was held on Thursday, March 7, 2013, in the Capitol Extension, Room E1.036, at Austin, Texas.

The chair called the meeting to order at 9:23 AM. There being a quorum present, the following business was transacted:

 

The chair laid out pending items for Article II workgroup recommendations. The Legislative Budget Board presented the pending items. 

 

Senator Nelson moved to adopt pending items and move Priority 2 into Article XI. The motion carried with a record vote of 15 ayes, 0 nays, 0 present not voting, and 0 absent.

 

The chair laid out riders for Article II. The Legislative Budget Board presented the riders.

 

Senator Nelson moved to adopt recommended riders, as amended, and Article XI riders. The motion carried with a record vote of 15 ayes, 0 nays, 0 present not voting, and 0 absent.

 

Senator Zaffirini moved that rider 49a and 49b be included in Article XI recommendations that have been adopted. Without objection, it was so ordered.

 

The chair laid out Article IX recommendations. The Legislative Budget Board staff presented the decision document.

 

Senator Hinojosa moved that the workgroup recommendations for Article IX be adopted. The motion carried with a record vote of 15 ayes, 0 nays, 0 present not voting, and 0 absent. 

 

Senator Williams gave final directives to the Legislative Budget Board. Without objection, it was so ordered. 

 

Senator West moved to adopt an additional rider, Historically Underutilized Business Policy Compliance, and move it into the adopted recommendations for Article I. Without objection, it was so ordered.

 

There being no further business, at 9:59 AM Senator Williams moved that the Committee stand recessed subject to the call of the chair. Without objection, it was so ordered.
