The chair called the meeting to order at 1:42 PM. There being a quorum present, the following business was transacted:

 

The chair laid out workgroup recommendations for Higher Education. The Legislative Budget Board staff presented the decision document.  

 

Senator Seliger moved to adopt workgroup recommendations and to move Priority 2 into Article XI. The motion carried with a record vote of 15 ayes, 0 nays, 0 present not voting, and 0 absent.  

 

The chair laid out workgroup recommendations for Community Colleges. The Legislative Budget Board staff presented the decision document.

 

Senator Duncan moved to adopt workgroup recommendations and move Priority 2 into Article XI. The motion carried with a record vote of 15 ayes, 0 nays, 0 present not voting, and 0 absent. 

 

The Chair laid out riders for Higher Education. The Legislative Budget Board staff presented the riders.

 

Senator Duncan moved to put the Alzheimer’s Initiative rider into Article XI. Without objection, it was so ordered.

 

Senator Duncan moved to adopt recommended riders and Article XI riders. The motion carried with a record vote of 15 ayes, 0 nays, 0 present not voting, and 0 absent.

Senator Eltife moved to move items 2a and 2b into Article XI and all other items be adopted into the base bill. The motion carried with a record vote of 15 ayes, 0 nays, 0 present not voting, and 0 absent.

Senator West moved to adopt workgroup recommendations, including the riders, and move Priority 2 into Article XI. The motion carried with a record vote of 15 ayes, 0 nays, 0 present not voting, and 0 absent. 

 

The chair laid out pending items for Article I workgroup recommendations. The Legislative Budget Board staff presented the pending items.

 

Senator Deuell moved to adopt pending items and move Priority 2 into Article XI. The motion carried with a record vote of 15 ayes, 0 nays, 0 present not voting, and 0 absent.

Senator Patrick moved to adopt Article XI riders in Public Education. The motion carried with a record vote of 14 ayes, 1 nay, 0 present not voting, and 0 absent.

 

The chair laid out pending items for Article IV workgroup recommendations. The Legislative Budget Board staff presented the pending items.

 

Senator Whitmire moved to adopt pending items and move Priority 2 into Article XI.  The motion carried with a record vote of 15 ayes, 0 nays, 0 present not voting, and 0 absent.

 

The chair laid out pending items for Article V workgroup recommendations. The Legislative Budget Board presented the pending items.

 

Senator Whitmire moved to adopt  pending items and move Priority 2 into Article XI. The motion carried with a record vote of 14 ayes, 0 nays, 0 present not voting, and 1 absent.

 

The chair laid out riders for Article V. The Legislative Budget Board presented the riders.

 

Senator Whitmire moved to adopt recommended riders and Article XI riders. The motion carried with a record vote of 14 ayes, 0 nays, 0 present not voting, and 1 absent.

 

The chair laid out pending items for Article VII workgroup recommendations. The Legislative Budget Board presented the pending items.

 

Senator Hinojosa moved to adopt pending items and move Priority 2 into Article XI. The motion carried with a record vote of 14 ayes, 0 nays, 0 present not voting, and 1 absent.

 

The chair laid out riders for Article VII. The Legislative Budget Board presented the riders.

 

Senator Hinojosa moved to adopt recommended riders. The motion carried with a record vote of 14 ayes, 0 nays, 0 present not voting, and 1 absent.

There were no recommended riders or Article XI riders so no vote was taken.

Senator Estes moved to adopt pending items and move Priority 2 into Article XI. The motion carried with a record vote of 14 ayes, 0 nays, 0 present not voting, and 1 absent.

Senator Estes moved to adopt Article XI riders in Article VI. Without objection, it was so ordered.

 

Senator West submitted a motion in writing and asked to be shown voting aye on the following:

Article III, Article III riders, Article IV , Article V, Article V riders, Article VII, Article VII riders, Article VI and Article VI riders.  Without objection, it was so ordered.

 

Senator Zaffirini submitted a motion in writing and asked to be shown voting aye on the following:  Article III, Article III riders, Article IV, Article V, Article V riders, Article VII, Article VII riders, Article VI, and Article VI riders.  Without objection, it was so ordered.
