Pursuant to a notice posted in accordance with Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on Finance was held on Monday, March 4, 2013, in the Capitol Extension, Room E1.036, at Austin, Texas.

The chair called the meeting to order at 4:27 PM. There being a quorum present, the following business was transacted:

 

The chair laid out workgroup recommendations for Article V. The Legislative Budget Board staff presented the decision document.

 

Senator Estes moved to sever item 1 on page 7, Mineral Wells Pre-Parole Transfer Facility. Without objection, it was so ordered.

 

Senator West moved to have item 10 on page 14, WebEOC and TDEM Technology, to pending. Without objection, it was so ordered.

 

Senator Whitmire moved that the recommendations for Article V, as amended, be adopted. The motion carried with a record vote of 15 ayes, 0 nays, 0 present not voting, and 0 absent.

 

Sentator Estes moved to vote on the severed item relating to the Mineral Wells recommendation. The motion failed with a record vote of 4 ayes, 11 nays, 0 present not voting, and 0 absent. 

 

The chair laid out Article X decision document and moved adoption.  Without objection, it was so ordered.

 

The chair referred the following bills to the Subcommittee on Fiscal Matters:  SB 14, SB 22, SB 175, SB 446, SB 464, SB 465, SB 475, SB 485, SB 486, SB 489, SB 493, SB 509, SB 520, SB 535, SB 539, SB 541, SB 546, SB 571, SB 586, SB 603, SB 627, SB 645, SB 657, SB 712, SB 730, SB 776, SB 781, SB 784, SJR 30, SJR 32, and SJR 33.

 

There being no further business, at 5:13 PM Senator Williams moved that the Committee stand recessed subject to the call of the chair. Without objection, it was so ordered.
