Pursuant to a notice posted in accordance with Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on Finance was held on Wednesday, January 23, 2013, in the Capitol Extension, Room E1.036, at Austin, Texas.

The Chair called the meeting to order at 9:08 AM. The clerk called roll. There being a quorum present, the following business was transacted:

 

The Chair made opening remarks.

 

Senator Hinojosa and Senator Nelson moved adoption of the committee rules. The motion carried with a record vote of 15 ayes, 0 nays, 0 present not voting, and 0 absent.

 

John Heleman, Office of the Comptroller of Public Accounts, gave a layout of the Biennial Revenue Estimate.

 

Ursula Parks, Legislative Budget Board, introduced the Legislative Budget Board staff.

 

The Chair discussed the committee schedule for SB 1.

 

At 10:23 AM Senator Williams moved that the Committee stand recessed subject to the call of the chair. Without objection, it was so ordered.

 

At 12:58 PM the Committee reconvened.

 

Ursula Parks, Legislative Budget Board, gave an overview of Base Budget Recommendations. 

 

The Chair laid out Senate Bill 1.

 

Testimony was heard on SB 1 - Article III. Witnesses testifying and registering are shown on the attached list.

Senator Williams moved that SB 1 be left pending; without objection, it was so ordered.
