Pursuant to a notice posted in accordance with Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on Education was held on Tuesday, March 19, 2013, in the Capitol Extension, Room E1.028, at Austin, Texas.

The chair called the meeting to order at 8:32 AM. The following business was transacted:

The chair laid out SB 65 and recognized the author, Senator Nelson, to explain the bill.  Witnesses testifying and registering on the bill are shown on the attached list.  The chair moved that the public testimony be closed; without objection, it was so ordered. 

 

Senator Dan Patrick moved that SB 65 be left pending; without objection, it was so ordered.

 

The chair laid out SB 453 and recognized the author, Senator Deuell, to explain the bill.  Witnesses testifying and registering on the bill are shown on the attached list.  The chair moved that the public testimony be closed; without objection, it was so ordered.

The chair laid out as a matter of pending business SB 684.  Senator Kel Seliger sent up a committee substitute; the chair recognized Senator Bob Deuell to explain the difference between the committee substitute and the senate bill as filed.  Witnesses testifying and registering on the bill are shown on the attached list.  The chair moved that the public testimony be closed; without objection, it was so ordered.  Senator Kel Seliger moved adoption of the committee substitute; without objection, it was so ordered.  Senator Kel Seliger moved that SB 684 do not pass but that CSSB 684 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 9 ayes, 0 nays, 0 present not voting, and 0 absent.  Senator Kel Seliger moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered.

The chair laid out as a matter of pending business SB 1724.  Senator Dan Patrick moved to reconsider the vote by which the substitute for SB 1724 was adopted previously on Tuesday, March 12, 2013; without objection, it was so ordered.  Senator Dan Patrick sent up Committee Amendment 1 and moved adoption; without objection, it was so ordered.  Senator Royce West sent up Committee Amendment 2 and explained the amendment. 

 

Senator Patrick moved to withdraw from consideration SB 1724 and moved that the bill be left pending temporarily; without objection, it was so ordered.
