Pursuant to suspension of Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on Intergovernmental Relations was held on Friday, May 17, 2013, at Senator Hinojosa's Desk.

The chair called the meeting to order at 12:57 PM. There being a quorum present, the following business was transacted:

 

The chair laid out HB 680 as a matter of pending business by Senate sponsor, Senator Patrick.

Senator Garcia sent up a committee substitute. Senator Hinojosa moved adoption of the committee substitute; without objection, it was so ordered. Senator Garcia moved that HB 680 do not pass but that CSHB 680 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 4 ayes, 0 nays, 0 present not voting, and 1 absent. Senator Garcia moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered.

 

The chair laid out HB 1734 as a matter of pending business by Senate sponsor, Senator Uresti.

Senator Garcia moved that HB 1734 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 4 ayes, 0 nays, 0 present not voting, and 1 absent.

 

Senator Garcia moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered.

 

The chair laid out HB 2123 as a matter of pending business by Senate sponsor, Senator Lucio.

Senator Garcia moved that HB 2123 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 3 ayes, 1 nays, 0 present not voting, and 1 absent.

 

The chair laid out HB 3159 as a matter of pending business by Senate sponsor, Senator Zaffirini.

Senator Garcia moved that HB 3159 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 4 ayes, 0 nays, 0 present not voting, and 1 absent. Senator Garcia moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered.

 

The chair laid out HB 3350 as a matter of pending business by Senate sponsor, Senator Watson.

Senator Hinojosa moved that HB 3350 be left pending; without objection, it was so ordered.

 

The chair laid out HB 3613 as a matter of pending business by Senate sponsor, Senator Lucio.

Senator Nichols moved that HB 3613 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 4 ayes, 0 nays, 0 present not voting, and 1 absent. Senator Nichols moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered.

 

At 1:05 PM Senator Nichols assumed the chair.

 

The chair laid out HB 3793 as a matter of pending business by Senate sponsor, Senator Hinojosa. Senator Hinojosa sent up a committee substitute; the chair recognized Senator Hinojosa to explain the difference between the committee substitute and the house bill as engrossed. Senator Nichols then moved that the committee substitute be adopted; without objection, it was so ordered. Senator Hinojosa sent up amendment number 1 and explained the amendment. Senator Hinojosa requested unanimous consent to incorporate the amendments into a committee substitute; without objection, it was so ordered. Senator Nichols then moved that the committee substitute be adopted; without objection, it was so ordered. Senator Hinojosa moved that HB 3793 do not pass but that CSHB 3793 be reported back to the Senate with the recommendation that it do pass and be printed.

 

 

 

 The motion carried with a record vote of 4 ayes, 0 nays, 0 present not voting, and 1 absent. Senator Hinojosa moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered.

 

At 1:06 PM Senator Hinojosa resumed the chair.

 

The chair laid out HB 2024 as a matter of pending business by Senate sponsor, Senator Rodriguez. Senator Hinojosa  moved that HB 2024 be left pending; without objection, it was so ordered.

 

The chair laid out HB 3350 as a matter of pending business by Senate sponsor, Senator Watson.

Senator Hinojosa moved that HB 3350 be left pending; without objection, it was so ordered.

 

The chair laid out HB 3769 as a matter of pending business by Senate sponsor, Senator Hinojosa.

Senator Hinojosa moved that HB 3769 be left pending; without objection, it was so ordered.

 

There being no further business, at 1:07 PM Senator Hinojosa moved that the Committee stand recessed subject to the call of the chair. Without objection, it was so ordered.
