Pursuant to a notice posted in accordance with Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on Intergovernmental Relations was held on Wednesday, March 20, 2013, in the Capitol Extension, Room E1.028, at Austin, Texas.

The chair called the meeting to order at 4:15 PM. There being a quorum present, the following business was transacted:

 

The chair laid out SB 654 and recognized the author, Senator West, to explain the bill.

 

The chair opened public testimony. Witnesses testifying and registering on the bill are shown on the attached list. The chair moved that the public testimony be closed; without objection, it was so ordered.

 

Senator Nichols moved that SB 654 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 5 ayes, 0 nays, 0 present not voting, and 0 absent.  Senator Nichols moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered.

Senator Garcia made a motion to withdraw the previous CSSB 170 that was adopted on 3/13/13, and sent up a revised CSSB 170; the chair recognized Senator West to explain the difference between the committee substitute and the senate bill as filed. Senator Garcia moved adoption of the committee substitute; without objection, it was so ordered.

 

Senator Garcia moved that SB 170 be reported to the Senate with the recommendation that  it do not pass, but that CSSB 170 adopted in lieu thereof do pass and be printed. The motion carried with a record vote of 4 ayes, 1 nay, 0 present not voting, and 0 absent.

Senator Nichols moved that SB 476 be reported to the Senate with the recommendation that  it do not pass, but that CSSB 476 adopted in lieu thereof do pass and be printed. The motion carried with a record vote of 5 ayes, 0 nays, 0 present not voting, and 0 absent. Senator Hinojosa moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered.

 

At 5:57 PM Senator Hinojosa resumed the chair.

 

There was no action taken for the following bill(s): SB 593
