Pursuant to a notice posted in accordance with Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on Administration was held on Wednesday, May 8, 2013, in the E1.714.

Senator Carlos Uresti, the acting chair, called the meeting to order at 9:08 AM. There being a quorum present, the following business was transacted:

 

The chair laid out the list of bills recommended for placement on the Local and Uncontested Calendar to be held on May 9, 2013, upon recess of the Senate.

 

Senator Hancock moved that the list of bills recommended for placement on the Local and Uncontested Calendar to be held on May 9, 2013, upon recess of the Senate be certified. The motion carried with a vote of 4 ayes, 0 nays, 3 absent, and 0 present not voting.

 

The chair laid out as a matter of pending business HB 2623. Senator Whitmire moved that HB 2623 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 4 ayes, 0 nays, 0 present not voting, and 3 absent. Senator Whitmire moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered.

 

The chair laid out HB 2311 and recognized the Senate sponsor, Senator Schwertner, to explain the bill. Witnesses testifying and registering on the bill are shown on the attached list. The chair moved that the public testimony be closed; without objection, it was so ordered. Senator Hancock moved that HB 2311 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 4 ayes, 0 nays, 0 present not voting, and 3 absent.

 

The chair laid out HCR 54 and recognized the Senate sponsor, Senator Hancock, to explain the bill. Senator Whitmire moved that HCR 54 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 4 ayes, 0 nays, 0 present not voting, and 3 absent. Senator Whitmire moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered.

 

The chair laid out HB 1271 and recognized the Senate sponsor, Senator Schwertner, to explain the bill. Senator Hancock moved that HB 1271 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 4 ayes, 0 nays, 0 present not voting, and 3 absent. Senator Hancock moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered.

 

Senator Whitmire moved that HB 1271, HB 2623 and HCR 54 be certified for the Local and Uncontested Calendar to be held on Thursday, May 9, 2013 upon recess of the Senate; without objection, it was so ordered.
