Pursuant to a notice posted on July 3, 2014, the House Committee on Transportation Funding, Expenditures & Finance, Select met in a public hearing and was called to order by the chair, Representative Pickett, at 2:26 p.m.

 

The initial quorum call was answered as follows: Representatives Pickett; Larson; Martinez, "Mando"; Muņoz, Jr.; Phillips; Simmons; and Workman.

 

A quorum was present.

The committee heard invited testimony on discussions held at a working group of state representatives, metropolitan planning organization staff, and Texas Department of Transportation employees.

Representative Simmons moved that the committee recommend that the Texas Transportation Commission adopt the following principles:

1.      Formula allocation

2.      Bottom-up approach to project development

3.      MPOs have broad-based, collaborative public involvement procedures that involve the Texas Department of Transportation

4.      Project selection should come from the regions

5.      Legislature should give greater flexibility to the Texas Department of Transportation to get projects ready

6.      Greater focus on transportation system versus projects creating opportunities for statewide benefits as part of the approach

 

The motion prevailed by the following record vote:

 

Ayes:                           Representatives Pickett; Huberty; Larson; Martinez, "Mando"; Muņoz, Jr.; Phillips; Simmons; Workman (8).

 

Nays:                           None (0).

 

Present, Not Voting:   None (0).

 

Absent:                        Representative McClendon (1).

 

The committee heard invited and public testimony on potential revenue sources.

Representative Israel was present.
