Pursuant to a notice posted on June 21, 2013, the House Committee on State Affairs met in a formal meeting and was called to order by the chair, Representative Cook, at 1:16 p.m.

 

The initial quorum call was answered as follows: Representatives Cook; Giddings; Craddick; Farrar; Frullo; Harless; Hilderbran; Huberty; and Smithee.

 

A quorum was present.

 


 

SB 5

 

The chair laid out SB 5.

 

Representative Hilderbran offered a complete committee substitute.

 

The committee substitute was adopted without objection.

 

Representative Hilderbran moved that SB 5, as substituted, be reported favorably to the full house with the recommendation that it do pass and be printed.  The motion prevailed by the following record vote:

 

Ayes:                           Representatives Cook; Craddick; Frullo; Harless; Hilderbran; Huberty; Smithee (7).

 

Nays:                           Representative Farrar (1).

 

Present, Not Voting:   None (0).

 

Absent:                        Representatives Giddings; Geren; Menéndez; Oliveira; Turner, Sylvester (5).

 

HB 16

 

The chair laid out HB 16 as pending business.

 

The chair offered a complete committee substitute.

 

The committee substitute was adopted without objection.

 

Representative Huberty moved that HB 16, as substituted, be reported favorably to the full house with the recommendation that it do pass and be printed.  The motion prevailed by the following record vote:

 

Ayes:                           Representatives Cook; Craddick; Frullo; Harless; Hilderbran; Huberty; Smithee (7).

 

Nays:                           Representative Farrar (1).

 

Present, Not Voting:   None (0).

The chair laid out HB 60 as pending business.

 

Representative Frullo offered a complete committee substitute.

 

The committee substitute was adopted without objection.
