Pursuant to an announcement from the house floor on May 15, 2013, the House Committee on Higher Education met in a formal meeting and was called to order by the chair, Representative Branch, at 12:42 p.m.

 

The initial quorum call was answered as follows: Representatives Branch; Patrick, Diane; Alonzo; Clardy; Howard; Martinez, "Mando"; and Murphy.

The chair laid out SB 143.

 

The chair offered a complete committee substitute.

 

The chair, Representative Branch, explained SB 497.

 

The committee substitute was adopted without objection.

 

Representative Patrick, Diane moved that SB 143, as substituted, be reported favorably to the full house with the recommendation that it do pass and be printed.  The motion prevailed by the following record vote:
