Pursuant to a notice posted on September 23, 2014, the House Committee on Criminal Jurisprudence met in a public hearing and was called to order by the chair, Representative Herrero, at 10:17 a.m.

 

The initial quorum call was answered as follows: Representatives Herrero; Burnam; Leach; Moody; Schaefer; and Toth.

 

A quorum was present.

 


 

The Chair delivered opening remarks and opened up public discussion for the posted agenda.

 

Interim Charge 6

 

The chair brought up interim charge 6, relating to non-traditional criminal offenses outside of the Penal Code and the use of the Rule of Lenity and Mens Rea in Texas.

The chair brought up interim charge 3, relating to the sale of criminal histories that may be erroneous, and the possibility of designating an agency responsible for regulating entities  involved in the industry.
